fix(deploy): re-wrap sops encrypt in config-free dir #102

Merged

KI-424: sops validates .sops.yaml creation rules against the input path BEFORE considering --age. The deploy script's temp nocomment env file matched no rule, aborting the root .env.sops re-wrap. The re-wrap now runs from a config-free mktemp dir.

aborted the re-wrap. Copy it into a mktemp dir (no config) first.
