Adds governed learning links to capability maturity, process improvement, technology alternatives, training, insight transfer, and stakeholder outcomes. Adds candidate metric observations for capability gaps, knowledge transfer, reciprocity, outcomes, lead time, risks, benefit equity, dependency concentration, and substitution resilience. No ownership or reputation conversion is performed. Verification: 33 focused Python tests passed, all workflow specs validate, schema-only migration passed, and Directus tests/build passed.
