• integrative governance proposals, objections, harm/minority review, approval, and implementation lineage
• tactical sessions, agenda items, and explicit dispositions
• cross-circle representative, liaison, lead-link, and observer mandates with term and assignment controls
• workflow specifications and generated documentation for every new governed entity
• Python and Directus agent safety with draft-only agent governance writes
• internal/public governance cockpit views and report generator
• adjacent Adelphi ecological stewardship, market relationship, and evidence circles

The full repository suite was also attempted; it currently stops at a pre-existing climate ingestion assertion in tests/test_climate_data.py expecting the legacy ncep_weather_summary string, with 342 tests passed and 3 skipped before that failure.
