CI And Contributing: replace inaccurate GitHub section with OneDev (.onedev-buildspec.yml); drop non-existent .github/* references

docs: update README with Strategic Reserve, State of Kokonut, BMC 1-click, unified CLI, and OneDev CI

Reflect recent platform features merged to main:
- Strategic Reserve resilience + fundability layer
- Business Model Canvas 1-click + Comprehensive Status report
- State of Kokonut ecosystem report + visual timeline graphs
- Unified meta-CLI (services.cli)

Replace the inaccurate GitHub-centric CI/Contributing section (no .github/
config exists; repo uses a self-managed Git instance) with OneDev reality
(.onedev-buildspec.yml single ci job). Drop references to non-existent
.github/CODEOWNERS, pull_request_template.md, and dependabot.yml.
