Summary

• Add governed Technology and Capability Roadmap schema, seed data, service, CLI, report, documentation, and tests.
• Add audited repair workflow for the nine historical migration checksum drifts.
• Route default PostgreSQL schema bootstrap through the checksum-aware migration runner.
• Fix invalid ecological seed foreign keys and keep curated reference seeds separate from schema migration execution.
