fix(secrets): authorize staging server key for root .env.sops #97

Merged

The staging host's age key was not a recipient of the root .env.sops, so services.common.env could not decrypt secrets at runtime on the staging host (KI-401 follow-up). Adds the staging key as a dedicated creation rule and co-recipient for general env files.
