fix(ci): install docker CLI in deploy-staging job container #99

Merged

KI-412: deploy-staging failed with 'docker: command not found' — the job container is bare ubuntu+curl and must launch the ki-deploy-helper container. Installs docker-ce-cli + docker-compose-plugin (same as the ci job).

Also carries the env.py sops decrypt fix (drop forced dotenv types) from the same branch.

the bare ubuntu image has none. Install docker-ce-cli +
docker-compose-plugin (same repo setup as the ci job).
